Water Monster Arena Over-leveled?

While going about re-collecting my badges, I've noticed the Water Arena was way over-leveled, with the trainers all having Average Levels of 72 to 74, when they should be somewhere in the high 30s or low 40s, I believe? Screenshot attached below.
