i had say akatsuki,

all they need to do is:

1) kisame use water release and turn the entire battlefield into a dome of water, and all devil fruit users would faint.
survivors left: mihawk and jimbei

2) i doubt if jimbei is stronger than kisame in water, especially since kisame has much more tricks in the water. even if he really is, he cant beat the entire akatsuki himself even with mihawk as his partner.

so, the next move is, for pein to kill the fainted devil fruit users, and use them, dispel kisame water jutsu and game over. so...join team akatslowi now! <.< lol, okay nvm ill leave the last part for the team section <.<
