Does anyone know just how much speed gets taken away from your turn for using a -1 priority move?

thats what i thought but i just did a low priority move against a wild monster and still went first...
It was against an armadog, does armadog learn any low priority moves that it could have used at the same time?

priority is the most dominant factor
if 2 moves priority is equal speed determines
if monster speed also same 50% chance
if 2 moves priority is equal speed determines
