I was wondering, is there a maximum limit for TP's like there is in Pokemon? and if so what is it?

Sp Defense: Crane Coast with Quality Net on Guaii and Stanerry. They are the only ones you can find there so training is easy.

Eagle Ponds is also a good place Snoozn found it. It has weak mobs to train tp on.
