Are moving pictures and gifs still prohibited? and I was also wondering why.

As far as I know, yes they are. This is only for avvys/sigs though. Posting them in your posts themselves is fine.
The reason for this, afaik, are that they make the pages for the forum load much slower due to the amount of processing it will take to load said gif avvy/sigs

Ok so look at my sig now. is that allowed or no?

your sig isn't a gif..it's a broken image.

.______. the thing I made it with classified the file as a gif. Just sayin.

the image isn't animated though. it isn't moving, or cycling, or any of that. this is what makes the sig gifs and avvy's disallowed

cant wait til it is allowed
