i say lvl 60 which is a pvp mon than turn him to 100 lol

I voted for Level 100 Monster.

i agree with magikarps, you should always be kind to magikarps, because of your not, they will evolve and eat you, <3 gyarados

i voted for level 60 pvp monster that is clearly the best choice

also  lvl 100 metap9od with harden only will win a battle
