Scanning in lineart is one way to go, but for a clean-cut edge I advise drawing your lines in the art program of choice. Scanning in your lineart and then tracing it is a good method when you're learning. Just remember to do everything on it's own, transparent layer.

I use a tablet pen that... I've yet to identify. It was a hand-me-down of awesomeness. And, well, GIMP. That's it. *shrug* Nothing special. However, you -CAN- accomplish something like this (I think this is what fj is referring to style-wise) with just a mouse. But ohman, does it take patience. I drew with a mouse for YEARS and only really got alright with it after some 3 years.

Using mouse is hard o.o

Ever sine I got a tablet, my mouse got rigged... It won't draw properly anymore.
