The opposing monster's HP is only 44.
But when doing Consume Dream it drained so much HP.

How is it a bug though?

We had something like this in Pokemon Craft too. A strong master vs a very low leveled monster would make the stronger's monsters moves do more damage.

Ya, but hp drain should not be so huge, o.o
If it happened monster would look like
