I'm not good at rating... maybe 7?

hmm i say 4/10 (sorry if its too high :S)
4 weakness ground/dragon/rock/light, almost 80% of monsters have one of these types move
97 speed so hallucination not better i'd prefer over 110 base speed.
hp UV is very very low

Other than that i would make it level 100 and wait after update to see if it gets anything speical

Unfortunate rock weakness which means it would be bungalo'd by most sp att based legendaries with legendary power..i'd say 3.8 in terms of pvp
