I want you to pick up monsters randomly and examine their level up moves. This is for evaluating how well the moves making person is doing its job. I want you to evaluate like 10 random monsters and grade them like i am giving this level up list 6/10 or 5.5/10

Move-set is okay for it's type. I accept it.
Masgras : 2/10
Hardly has any moves at all! Starters usually have around 20 moves.
Chloreck : 7/10
If it's a grass type, it should have more stat changing moves.
Dimagem : 7/10
I think it should have better dark type moves and more ghost type moves since it is a legendary. Seems like a weak move-set.

Luxcatty : 4/10
Does not learn any light moves at all. It might is well be a normal type since it learns a large variety of normal type moves.
Toxeon : 5/10
Small move-set. It could get some more moves.
Leacheon : 4/10
Agility should be an early learned move.
Fluttereon : 0/10
Plain horrible. Very horrible move-set. Learns 3 moves leveling up. Needs to be worked on.
Wheegeon : 1/10
Learns 5 moves. They hardly do any damage at all.
Draceon : 5.5/10
It could learn a bit more moves. Dragon type and normal type moves are okay.
Champeon : 8/10
Looks okay to me. Fighting type moves are good for it's type.
Sahareon : 3/10
It should learn stronger moves to be effective in battle. More ground type moves.
Magneseon : 8.5/10
Looks okay to me.

I might work on some move-sets myself and try to do a better job than whoever is working on them.
The levels seem okay but the moves really don't.
Some monsters learn moves that aren't even in it's type. Like, a dragon type which is also a ice or fire type learns more fire types than dragon types. It should basically have an almost equal move-set of it's dual type.
We have a large variety of moves but they need to be learned by leveling up some more instead of always being an MT.
