Top Menu Navigation Bar problem

what happened?! Huh

"Top Menu Navigation Bar" didnt show itself -.-
it disappeared but can still be clicked
-wierd~~-
which is FRUSTRATING
because, sometimes, when im clicking the forum tab, i click on the logout tab -.-
can someone fix this?

Empty cache, remove cookies, f5 twice.
