Royal Shichibukai Was a group of 7 people at the start living off of a name the government gave them to work under them.
if you have watched the anime you'd know that all of the Shichibukais weren't really doing what the Marines and Government told them
to do but they did what they wanted to do.
Such As Crocodile who wanted to rule Arabasta by killing the King and Princess
Marshall D. Teach Who used the title to sneak into Impel Down and Recruit some of
the Worlds Greatest Criminals to his Pirate Crew.
Gekko Moriah who attempted to be the Pirate King Using zombies
There All Just Former ,
But There is Boa Hancock Who is using the Title to protect the Kuja Pirates and her Island
i don't know the Goal Doflomingo wants to accomplish,

------ At a time Kuma was the only person of the Shichibukai who listened to the Government
but at a time we figured out that he was apart of the Revolutionary Army and he protected Luffy countless of times.
Since Law is new i don't know his intentions but i do know he still wants to become the Pirate King.


This Group is just a put together set and don't really work together well such as when the War was going on you see them
fighting by themselves with no team work whatsoever.
